Deprecated Elements (to avoid using)
The following elements listed are all deprecated, meaning that they have been removed in later revisions of standards. Their use should now be avoided, but these elements are still well supported.

A little unclear. "The following elements" does that equal the list in "related reading"?
Noframes is not deprecated according to the technical definition. Frames are a usability, accessibility and SEO nightmare and should be avoided at all costs. From a best practice perspective they are pure evil, but from a W3C standardization they are not "deprecated". They are not part of the transitional or strict DTDs. But they are allowed in the frameset DTDs, and not marked as "deprecated". They are also part of the XHTML 1.1 frames module. This includes the noframes element.
The best resource to quickly see what elements are part of which DTD and if so, if they are marked as deprecated is probably http://www.w3.org/TR/1999/REC-html401-19991224/index/elements.html
